Class, rich and nanti is possible with the R system

If God give the power to a King or a State, it is possible to have rich and high middle class said nanti by me. Just need to make the math about how much people in each class is possible in each sector and than it need to be found to whom these money is given.

But I don't understand what is going to happens if they loose oil and electricity. Even if God do that with me, a lot of people is going to be in huge trouble. And like if I can give a high R to all people that own a lot of cash now.

No they need to be in organization so the administrator of these organization can give them the high R. And the King need to decide how much R of X class he give to which organization.

So example: There is 20 000 R of 40 000(no income tax) available is Montreal region. So 5 000 can be given to X organization and  15 000 to Y.

Now it appear that if The King have Emperium Victoria, other leaders should have it. Because they need to make income class in their organization.

For those that are in the market with private company, they need to find an organization so they can receive their R. Otherwise, they will need to join the census of The King and most likely fall in the income amount. Like if I'd give a lot of money because the guy had a lot of cash with a gas pump. I doubt other organization will do that unless they have interest in doing that.
