How the Royal website would work

It's not that complicated to understand nor make imo. But I need good programmers and staff to do so.
Let's take for example the painters.

So the website take the info of the painters and put it in a data base. There is a server side program to manage this database and organize all these people in teams with cheif. Than with a simple click the state admin of this department send email to the concern.

It's not me that do everything here. At his base, they got my idea, now they need to work on it and make it better. I'm not doing this myself. I can but I say it's not my job.
