Universal Points

Universal because it's good for all country of the world. It's the points that the administration, the workers and the rest of the society is supposed to do/have done in the order.

And this is theoretical because it's what I'm going to impose if:
1-It don't jam
2-It don't require a new State
3-It don't require major change in the culture

The points number one to number 4 is to be given to ALL

1. Good water for drinking and washing(Eau courante)
2. Electric device for winter heating and washing
3. (At the same time of 1 and 2) Good residence
4. A good bed and good clothing including shoes and winter clothing
